Guiding Principles
There are a number of principles that guide this partnership between individuals, families, service providers, and funder. These include:

Person-Centre Approach

  • Individuals with the support of families, friends and advocates when appropriate, will identify their needs and desires
  • Individuals are citizens with all the rights of citizenship
  • Services recognize and build on individual, family and community strengths and capacities
  • Services are coordinated in the interest of the person using them
  • Resources respond to an individual’s crisis with short-term options and facilitate long-term planning in partnership with the individual, family and other caregivers
  • Long-term residential arrangements are considered to be the home of all individuals sharing the same space
  • Supports are available flexibly and for whatever time is needed to meet the changing circumstances of users

Equity

  • Services are delivered respectfully and competently to individuals regardless of race, culture, religion, language, gender, sexual orientation, and class. Individuals’ service preferences with respect to these factors are honoured whenever possible
  • Resources are used in a way that is fair and equitable
  • When resources are shared the needs and desires of all parties will be respected

Accessibility

  • It is easy to find and access services
  • Accessible facilities, mobility and communication supports including access to interpreters and communicators are available to facilitate access
  • Services are available locally as much as possible
  • Crisis response services are accessible 24 hours a day
  • Crisis response services are accessible to all individuals with a developmental disability and their families or caregivers in a timely manner

Accountability

  • The service system fully informs and is accountable to users and funders
  • There is collective accountability to meet policy and legislative goals, make most effective use of resources, meet individuals’ needs, and fulfill common protocol commitments
  • Decision-making is clear and transparent

Planning

  • Individual and systemic planning are based on a proactive approach to respond to projected needs
  • Services are based on best practices defined by research, outcome evaluation, education and feedback
